1. Sounds like they didn't uphold the law,

just rejected the request for an injunction.

Those are two rather different sorts of things, we'd teach 12th-graders in a random TX high school in my high school's on-level government classes.

Not that the average on-level Texan 12th-grader north of Houston would pay attention and remember the difference.
