It's pretty rare because of the expense involved.

7. I Don't See It That Way.

I read the comment as more a statement of fact…in a suggestive context. Blaming the victim, in my mind, would be saying that the victim shouldn’t have given interviews that he could be identified from before an incident, thus attracting attention - and then being threatened/attacked.

Just my take. YMMV.
