I believe this is in Lakeland, Florida, on Lake Morton. The public library is on this lake. I lived there for a few years.

In 1957, two swans were gifted by Queen Elizabeth II to Lakeland, Florida. Since that time, Lakeland’s swans have become iconic figures in the community. It is almost a rite of passage for families to visit Lake Morton to feed the beloved swans. There's now a large flock of the royal beauties.
