My father's mother and her sister were infatuated with the cad and it made me ill. They had two pictures on their prayer walls, jesus and billy.

Taking money from senior citizens who could hardly afford it and then living high on the hog . Despicable. I know, my grandmother was one of them.

... wait for a SCOTUS interested in enforcing the constitutional separation of church and state, and then raise the question? I can see no justification for the statue other than religious bigotry. It is not like people of other faiths recognize Billy Graham as anything other than a huckster. Dalai Lama or Desmond Tutu are far more widely respected, but they do not belong in the capital either.

The cost associated with creating and placing the statues is typically borne by the state. This includes the commissioning of the statues, materials, transportation, and any necessary maintenance or restoration. Private funds or donations may also be used to cover these expenses.

The criteria for choosing the individuals or subjects of the statues are determined by each state individually. Generally, the individuals selected are notable figures from the state's history, such as prominent politicians, military leaders, or influential citizens who have made significant contributions. The selection process can involve state legislation, commissions, or public input, depending on the state's specific procedures.
